To show the Grand Alliance was still alive and well, that the members were committed to a lasting consensus in international relations in the post-war world.

Britain, the USA and the USSR.

Collective security founded on the UN. Long-term cooperation with the USSR, right to nation self-determination and no spheres of influence, Germany's reconstruction and re-education through the creation of the IMF and the World Bank.

The USSR wanted to control its own destiny. Cooperation with Anglo-Americans. The USSR's security guranteed through Soivet spheres of influence in Europe. Germany to remain weak for the indefinite future. Economic reconstruction for the USSR-mainly at Germany's expense.

Germany would be divided into four zones, each administered by an allied power, USA, UK, USSR and France. Berlin woudl similiarly be divided. The UN would be ratified. The USSR would gain land from Poland, and Poland would be expanded to the North and West. A Declaration of Liberted Europe should be created.

The first successful detonation of the USA's atomic bomb.

- Germany had to be completely disarmed, demilitarised and become a single economic unit with common policies on industry and finance. - De-Nazification was to be carried out. War crimes would be judged and all former Nazi Party members were to be removed from public office. The education system would be purged of Nazi influence. - Decentralisation of the political system was to be undertaken and local responsibility developed. - Freedom of Speech, free press and religious tolerance restored. - The USSR was to receive reparations from its own zone and an additional 25% from the Western zones.
